Summary:
The Financial Analyst will provide independent financial management support in coordination with the Government financial manager for multiple customer / country programs.
Identify funding issues, prepare corrective packages, deobligate unused funds, and support the Government financial managers in reconciling FMS case financials, and responding to Program Reviews, Financial Reviews and case closure efforts.
Track the development and execution of FMS budgets and funding documents including Obligational Authority (OA) Worksheets, Work Requests, and Procurement Requests.
Job Duties:
The contractor shall provide financial management services for execution, reconciliation and case closure as they relate to FMS cases and FMS-Admin funded efforts.
Prepare a variety of reimbursable and direct cite funds usage and financial documents such as, Project Directives (PD), Work Requests (WR), Procurement Initiation Documents (PIDs), Purchase Requests (PRs), PX documents and Obligation Authority (OA) worksheets.
Track financial status of issued documents in the appropriate accounting system and assist in the maintenance of FMS financial files.
Prepare or update draft of program budget/financial requirements, financial schedules, scheduling alternatives, and work packages in support of financial planning, budgeting, analyses.
Prepare and review draft case documentation in conjunction with amendments and/or modifications.
Conduct research and prepare financial data in support of key financial reviews.
Reconcile and identify financial discrepancies within and between case data and accounting systems and, if required, recommend corrective actions.
Monitor FMS Case and Admin financial reports from applicable accounting systems to identify commitment, obligation, expenditure, and disbursement discrepancies.
Submit correction packages via Package Action Tracking System (PATS) in accordance with established guidelines.
Mandatory Skill Requirements (must have):
Five (5) years of Navy financial experienceProficiency and experience with Navy Enterprise Resource Management (NERP)Familiarity and understanding of Security Cooperation Information Portal (SCIP), Management Information System International Logistics (MISIL), Defense Integrated Financial System (DIFS), Consolidated Expenditure and Reimbursement Processing System (CERPS) and Mechanization of Contract Administration Services (MOCAS).
Self-motivated, possess strong analytical skills and be customer-oriented.
Clearly communicate ideas to others verbally and in writing.
Highly experienced and proficient with standard business tools such as Microsoft Office Suite (ie Excel, Word, PowerPoint and Project) and web-enabled collaboration platforms/applications.
